I technically live in a “city” that is smaller and less populated than the town I used to live in. Illinois makes little sense.

I think if a place gets big enough to move up to a city it doesn't get downgraded if the population drops.

This “city” is like 15 square miles with a pop of 30k. I used to live in a town of about 50 sq miles with a population of 140k.
