The fentanyl part is to force them to do a better job policing their border and stopping the flow of fentanyl and other drugs. We might attack a few cartels inside Mexico eventually because the Mexican government is so corrupt that they will only pay lip service to stopping the drug traffic.

It's mostly Mexico but British Columbia also has seen a spike in fentanyl entering the U.S. from there.
