What you really need to do is call your BA and explain the situation. He/she would have the best info for you.

I agree 100% with you in most cases, but you need to consider the local. Representation isn't the same everywhere.

His scheduled work hours.

I would bet that is where the problem is. The extra work is available at the same time as his regularly scheduled hours. Therefore even if they let him take the "extra work", it would not yield any extra hours, it would only replace the hours he works on his regularly scheduled shift.
