Voltage is applied to the primary coil, creating at electromagnetic field that energizes the secondary coil, stepping the voltage up or down depending on the winding ratio of the two coils.

I replaced one of those just the other day. The primary coil was fried, probably because someone had previously wired it for 240 volts despite it being on a 208 volt system.
208 sounds kind of odd
