JWs see Christmas as a pagan religious celebration so they wouldn't put up lights.

I've also had a friend who's mom swore she became JW so she didn't have to do birthdays. Again they think birthdays are pagan rituals.

There is subdivision near me that residents are required to put up Christmas lights every year, and each street has a particular theme. If for whatever reason the resident can't put them up, the HOA will put them up for you.
