Reminds me of an episode from Sliders (1995-2000).
The series follows a group of travelers as they use a wormhole to "slide" between different parallel universes.
A world where before one can preform an action , you must first sign legal papers to halt someone from suing you.

The ultimate goal is to force all gun sellers to close.
Which in turn hurts many police depts because they are gun shops customers , too.
