Not all of them. The rural South is pretty poor.
Appalachia isn't "the rural South" for the most part, it's something more unique

Yeah like random hillbillies in Appalachia have half million Dollar construction equipment?
Yep all them mountain folk just a bunch of dumb rednecks, not a single piece of heavy equipment as far as the eye can see!!

What smooth brained liberal enclave are you from

I don't know about all that, but I can tell you that there has been very little done by any federal agencies in the area (at least on the ground operations). They are finally slowly starting to show up a little a week into it. It was amazing though watching the efforts of all the private helicopter operators in action in the Swannanoa area. Hearts with Hands and Samaritan's Purse also doing a good job. Most amazing though is the mom and pop shop owners along side of the residents of the community coming together to provide what they can even when their own properties have been damaged or destroyed. These are people who could care less what Trump or Harris have to say; they just need help to start reorganizing themselves and what's left of their communities.

"..people who could care less what Trump or Harris have to say..."

Which candidate is lying to them in a shameless attempt to cash in politically on their grief?

You’d be surprised at the number of people in that area with money. You need to get out more. The red dots represent houses $1 million plus in value.

What fed response? The feds finally started showing up (somewhat) a week after the event. Most of the efforts on the ground have come from state, local, and private people/organizations
And to make it even worse the feds tried to hinder others attempting to help while they were sitting around doing nothing.

Republican South Carolina Gov. Henry McMaster said at a Tuesday press conference that federal assistance had “been superb”

"As of Friday, FEMA reported shipping more than 11.5 million meals, 12.6 million liters of water, 400,000 tarps, and 150 generators to the affected region, as reported by The Washington Post. This response mirrors the agency's efforts during Hurricane Ian in 2022, when nearly 2,000 personnel were deployed to Florida and the Southeast.

Additionally, around 6,700 National Guard members from 16 states, along with roughly 1,000 active-duty troops, are engaged in relief operations. However, the vast disaster area spanning six southeastern states complicates coordination. Federal officials are working alongside state and local agencies, facing significant misinformation that hampers their mission."

Then McMaster is a liar if he said federal assistance was superb. The feds finally started arriving on the ground by about Friday, nearly a week later. The national guards are state run also and have done well so far.
Mayorkis initially said there was no more funds. Thank goodness they have changed their tune a little.
If I had seen the feds in these areas it would be one thing, but that wasn’t the case.

My sister is in Greenville and had no power for days. It came back on Tuesday but she couldn't get groceries or gas or ice. Luckily there was no damage to her house.
