Is it stealing company time?

Is it stealing company time to refill my water bottle I have in the cab of truck with the larger water bottle I have in the cargo area of the truck? It takes about 23 seconds to do. Am I stealing ?

I steal company time starting from when I punch in untill I punch out. Just getting even for all the jerk pt sups and jerk managers I have had to deal with.
