What I was going to say about diverting the excess Storm water as it is clean water anyway and will dilute any containments.Most cities have water from storm drains going to water treatment plants but there are still a few places that dump that water directly into rivers. Also if there is too much water flow then sometimes the water runoff will be diverted to bypass the treatment plant.
In the city the storm sewers make handy hideaways for the raccoons and opossums.Storm water and sewers are separate but parallel systems. At my house storm water system is towards the front and sewers are in back.
