It wasn't a violation of campaign finance law. That has been scrutinized from every angle and it wasn't a violation. Sleezy? Sure.
First off the IG doesn't have prosecutorial power. His role is to recommend action. But not worried about his report, expect it to substantiate Republican claims. Barr has appointed a highly respected prosecutor to investigate and if necessary bring charges against anyone involved who may have violated the law. I fully expect a number of people to be indicted and brought to trial.
