Here, they put most all business in retain loads, even 3da and 2da. They also put residential in the retain loads too. My personal package was in a retain load. They built at least 4 retain loads in 53'ers.

That was the idea, poor plan though. They say they could only run x number of routes, and that came from above. A lot different from the list of zip codes that were published on the website.
