The scan is used for billing purposes for paying The UPS Store for accepting the drop-off.
The origin scan is used for all UPS's Billing the shipper.

This program was a Pilot application and was written at a time when service stickers were required on the package.
This pilot program and app stayed on in operations over the years.
The owner of this app is Corporate "The UPS Store" (San Diego) who does not care about package driver problems.
The IE Group would have to finance this change to the app.
