He was igniting a volatile chemical inside the tire to make the tire seat on the wheel by the rapid gas expansion. It is normally done with the air device on the ground to the left in the picture. Perhaps it wasn't doing the job in the upright position with what seems to be liquid ballast already in the tire.
OSHA are such a bunch of killjoys.Plus any excuse to make things go boom.
I agree with you, as well as the driver who sent me the pic. Whatever caused it, when the drivers realized it, they only had time to get out of the cab before it caught fire.I am dubious of that assessment. Diesel fuel is not that easy to ignit

that is what the driver who sent me the pic said, and I agree. You get what you pay for, and I'm sure in this case, it was the lowest bidder.Fresh out of body shop pretty much confirms it.
