I've had yellow perch but not through the ice.
Do they taste different coming out of nearly frozen water?

It's not 'nearly frozen' under the ice, but it is colder.

The flesh is firmer and sweeter. Mix a pinch of Coleman's dry mustard in the breading, and it doesn't get any better.
