I don't understand why, before passing sugar taxes, that states don't ban people on food stamps buying soda FIRST. Seems like that's more of a problem, plus they're using taxpayer funds.

That would be mean to single them out. We have to modify everyone's behavior. After all, we can't use taxes to do something silly like raise revenue. We have to tax people to make them do as we want.
