Did I miss something?

My on road quit UPS as a pt sup and was hired as an outside hire. Spent 28 days qualifying at a nearby center and then was promoted.

UPS used to require all PT sups to spend a couple of months on the road before they got promoted to FT sup. The PT sups would resign and be hired as an off the street hourly. Then go back into management after qualifying. Although some would decide they would rather remain hourly.

Was then HIRED as the outside hire or as you put it "company pick" and then qualified. Was a driver for a week and then was promoted

They aren't management when they are driving. They are off the street new hires.

The company can has one pick for every 6 union picks (bids). The Sup resigns and gets hired as a driver

Usually grill my own dinner.
And my beer is always ice cold

Not every off the street hire is a supervisor but it allows UPS to bypass seniority to allow a fairly new sup go driving.
