That's technically not right. The primaries are put on by political parties. The states run the elections. Each party determines who the voters want in the primaries but aren't necessarily bound by those votes. What is factored in is politics. If you hire someone based on the boxes they tick in order to make a constituency happy then you may be burned by that choice.

But under Rule 13 of Democratic convention rules delegates have an out. They vote for their state primary's chosen candidate but Rule 13 says "in good conscience." If there's a possibility they can replace him then rather than the 25th Amendment process then don't be surprised if they do. I think the last thing they want is to lock Biden in as the nominee then go through another debate disaster in September.
