My alternative would be the US Federal government doing only what the Constitution conferred upon it.

I don't know any UPS'ers who have false teeth. We always had excellent dental insurance. My dentist once told me ours was the best he had ever heard of. In 30 years of going twice a year to the dentist ( that includes dental work on my wife and 2 kids also)I can only remember once getting a bill. It was for 8 dollars out of a twelve hundred dollar billing. I had had 2 crowns and a bridge installed. (the dentist wrote that off after I told him insurance should have covered it completely).
