I looked that up. Sanctions were passed last year with provision for administration to look at them every 6 months to see if Russia is improving or still worthy of sanctions. Optics certainly don't look good. But I never said I give him a pass on sanctions. They should be sanctioning the hell out of Russia over Ukraine.
