Is China cheating? Probably, but at the end of the day, it doesn't matter.

China doesn't need to dump steel on our market, they have steel-workers that work for Chinese minimum wage, no benefits, etc.

Tariffs won't bring back the steel or coal industries to the US, if you think they will, you're high.

china gots nowhere to put their excess steel so they ship it here at a cheap. Unfortunately u.s companies buy it and it causes problems for are companies. In the end this will hopefully restrict Chinese steel coming here
