No, it isn't. Unless it has gone way downhill in the 18 years since I worked there. It's just south of the Texas Hill Country, has tons of trees in town(nicknamed "City of Trees"). Decent shopping for its size. A pleasant enough place.It's not a border town but it is a hell hole.
