Relatively few countries that don't already have them would have the technical know how and budget to create a nuclear weapons program. What other countries are there that we don't have treaties with that would be in that position? We don't have a treaty with Ukraine. NATO has three countries with nukes. We already have enough on our plate to be intervening militarily in every war around the planet.
