OK, you're talking about in October 2023 when Biden said he couldn't stop the building of some sections of the wall because the money had been appropriated for it and couldn't be legally used for anything else. But on his first day in 2021 he stopped all construction. The fact is that Trump had to fight tooth and nail during his term to get any money for it because either the Democratic senators filibustered it in his first two years or Nancy Pelosi stopped it when she returned as Speaker. Biden never was for it nor attempted to have any of it constructed as his policy.

we can still get cheap immigrant labor but we need to screen them first. the wall allows us to do so.
