Other than both are thieves so calling out one while ignoring the other seems hypocritical. It would appear to the meme creator that theft is only so when it crosses a percentage threshold and that the only option is to choose the lesser thief.

Its interesting how the standards are different from party to party. Hillary Clinton has been caught on lie after lie after lie for years and nobody has declared here candidacy over.
