It should be right above the Code of Business Conduct.

If not I recommend you contact web administrator or HR or TSG because The Code and the Policy Book are 2 different documents.

It is my understanding that all UPSers should have access to both.

It also depends on the local. If it has been have used in your local before then the Arbitrator will rule as past practice. Most of the time. Past practice can help a lot. Talk to your BA.
