If Omicron isn't killing people then the best course is to let it run its course and achieve herd immunity.
If the Democrats were smart they'd call the overtaking of Delta by Omicron as our dominant variant a sign that the Biden Administration has been doing the right things and that it's time for most people to move on with their lives after nearly 2 years. What they currently gain in control by not doing so they'll lose at the polls next November.
If people notice amongst the mandates that very few are actually dying it'll only reinforce the idea that the administration can't be trusted and hit them that much harder in the midterms. So if they are smart they would do as you said. Haven't seen proof yet that they are.

The bill gives the Governor of New York, his or her delegates – including but not limited to the commissioner and heads of local health departments – the right to remove and detain any individuals or groups of people through issuing a single order. The orders only have to include the individual’s name(s) or “reasonably specific descriptions of the individuals or groups.”
The department can decide to hold a person or group of people in a medical facility or any other they deem appropriate. The language is purposefully vague.
Though the bill attempts to state that no one shall be held for more than 60 days, the language allows for court orders to waive this maximum detention time. After 60 days, the court is allowed an additional 90 days to consider the detention of an individual, a cycle that can last indefinitely per the opinion of the department.

There's more than 7 billion people, and the vaccines themselves aren't less than a dollar a piece. Then there's distribution and administration costs. Probably closer to 100's of billions.
Just Googled the first two listed. They died.
