This is nonsense.
If a relatively healthy person goes to the emergency room to get tested they should absolutely be charged and I hope it costs them a fortune. Idiots like that are the reason our system will be overwhelmed.

Except, from what I've heard today, in most localities, is that is exactly what the patient is being instructed to do.
The caveat is, that they are to report in the a.m. and they will be placed in a cordoned off 'respiratory unit' with other patients that are being tested. Sounds like being on a cruise ship!
