Canadians visit the U.S. all the time and get up to 6 months a year I believe. Many come down and spend the winter. Of course that was pre covid. Canadians can still fly to Mexico and many do. OK, OK, I know, that means Canadians with means.
Chile is first world. Uruguay is pretty close. Mexico has cities that are very developed. Same with Argentina.
