been hearing rumors and grumblings about some kinda scanner? tracking devise? locator? being implemented to inside employees starting with the car washers. any insight?

They already use them now.
Car washers do have a little scanner, but it can't be used to track live locations. The device is laughably incomplete, and washers tend to "lose" them halfway through their shift. Except management, no one really cares.
