That might be the dumbest thing I've read on this website. You are saying that a supervisor should not strive to improve the production of the department/group that he is in charge of?

I don't think he said that at all. But I do know supervisors who shove packages down even the fastest loaders' throats until they're falling over them in the name of PPH are strongly resented. Showing you clearly don't care even after preaching the corporate line on safety is a quick way to lose all respect from your people. Happens every day at my center.
