Need some advice

Heres were im confused, how are there so many outside hires? Doesnt the contract state its a 6 to 1 inside to outside hire? Theres no way that there isnt a ton of inside p/ters waiting to go driving.

If there isn't enough part timers to sign the intent sheets then they will go for outside hires. Also I think there are some part timers that say they want to go full time but for whatever bow out.
