That is because it isn't a lubricant. It's a penetrant.

It's really just to disperse moisture.

Exactly. That is what a penetrant does. It doesn't lubricate. Or at least little lubrication because that isn't its purpose.

It's the worst still. At least a dozen better options now.
It's nice and cheap I use it to keep my tools rust free though.

Yeah, there are better options now but it is still cheap and readily available. It is OK for some things.
