Yeah that's just a bad call. Check your pickup coverage, THEN cut routes.

That was a chronic problem in my center. They would cut routes below the number necessary to make service (especially for pickups) to meet an arbitrary number dictated from above. Everyone knew there would be service failures but every time there would be a mad scramble in the afternoon when they finally realized it wasn't going to get done.
