This happened to a handful of members, he and myself included back a few years ago....could not log on under our usernames....something jammed the ISP addresses.
Both Over9five and my long time BFF are both former BC mods and have confirmed that this is an actual program (app, whatever you call it) called "Miserable User". Whether Upstate had anything to do with it recently....that much I don't know.

Miserable Users is a simple but lethal plugin that acts as an inhumane alternative to banning a user. This plugin gives an illusion of server difficulties (among other things) to specific usergroups or users. (Inspired by Paul M. from vB)
When classed as miserable user, a member suffers through the following each time they request a page on your forum:
1. Slow response (time delay) on every page (20 to 60 seconds default).
2. A chance they will get the "server busy" message (50% by default).
3. A chance that no search facilities will be available (75% by default).
4. A chance they will get redirected to another preset page (25% & homepage by default).
5. A chance they will simply get a blank page (25% by default).
If they luckily make it past all of this, then they will be served up their requested page.
All of these settings are customizable in the Admin CP.

I remember Cheryl changing Forum Software from VBulletin to XenForo ... I thought that was 2 or 3 years ago.

Me either but I've never been good on remembering when something occurred beyond a couple of months.Not sure how long ago it was.
Cheryl is owner and the only Admin as far as I know.Mods usually have very limited powers. Admins have more and the site owner has the most control.
