in my minimal negotiating experience its easier to get what you're shooting for if you start with something completley bat crazy and work up from there

At contract negotiation time, the union needs to put a 7 hr list on the table as a starting point. Work their way to 8 or 8.5.

Can you imagine the faces of the company reps when that's proposed? They hate the 9.5 enough as it is.
