And the Israelis have been telling Palestinian civilians to leave north Gaza. Hamas has been telling Palestinian civilians to stay.

Maybe you should do some research on the decades of attacks on Israeli's by arabs since Israel came to exist after WWII (as a simple starting point). ANY...ANY "normal" thinking person should be able to understand the Israeli's "enough is enough" decision at this point..
