Plus a friend's father ran one of the big refineries in Joliet and even though he's mostly retired still consults. He's the one that told me about how low grade the oil coming through the XL phase would have been and how almost all of it goes overseas. That's why the Phase 4/XL went to the coast and not to Joliet or Wood River for domestic refining and use.
