Middle class? None. They would take home their entire pay checks and spend as needed with a 23% national sales tax added to every purchase.

Lower class would receive a prebate based upon their income.
So when you said a consumption tax would help the middle class, you meant it would help to tax them at a higher tax rate than rich people? Gee, how helpful.....

We did that in 2004, here's the result:

No I meant reparations. I'm tired of having to pay for failed government plans that have no legitimate chance of resolving the problem they were intended to address. Also, no more lobster dinners. There's plenty of low-cost beef & broccoli meals in that town. Politicians at the federal level should damn near work for free. It's like that they're salaries now are keeping them from taking bribes from corporate lobbyists who really run this country

They pay only on their new purchases, except they'd get a prebate to pay the tax on groceries, etc. The rich would pay more because they're purchasing more, and more expensive stuff. But it would be everyone's choice as to what they spend their money on, not have it taken away in advance.

I was talking to Darius, and if you read his reply he said he doesn't think the middle class should get a prebate at all.

The poor would pay a higher percentage of their income in taxes, because they spend all the money they make just to survive. Textbook regressive tax policy.

If the prebate covered their taxes on basic necessities, then they could choose to spend any extra in the secondhand market. Used cars, thrift shop clothes, etc wouldn't be taxed.
