It's business. The union knows overtime is part of the job so they negotiated the overtime bonus pay.Only the middle of February and have dozens of people where I am getting ready to hit quadruple time or already hit it for going over 9.5 and no end in sight. And they don’t care. No intention of hiring anyone.

The mistake is in drivers thinking the 9.5 grievance is the solution to getting less overtime. It's not.
Another problem is calling it a grievance. Some do not file out of fear. It should be an automatic pay scale, go over a certain number of hours, collect that wage, no grievance needed.
Automatic premium pay takes away many of the tactics the company uses to have people not file.
