If I didn't know any better, I would say he asked to be banned, changed his custom title, and signed off hoping for the inevitability of what he requested, and that he isn't even banned as we currently speak.
Compare to someone who actually is known to be banned. Just my observation.

Could Daves idea be a "registered members only section in the forum to serve that function?
There is a golf forum I belong to that has a politics and religion section that you must request permission to enter. It got that contentious. Even worse than the union and current event sections here.
I don't know if that would work with XenForo software.
Maybe @cheryl could look into it.

After I saw the PM's he sent my wife Cheryl who has been WAY more thaning fair with him over the years than you will ever understand... He had it coming.
First as 407 and now as LB, he does not respect the forum that has been provided to him and the union by Cheryl.
Most of you only see one side of things and may not understand, so be it.

Union members, retirees, management and anyone interested in UPS.
He's banned, he can't claim the "I'm the poor victim." A few that support him and even some that have diffences with him are rallying for his return.

You can rally all you want. He insulted the owner of this website and has begged for second chances many times and got them . He has had many different identities deceiving the members.
All this and more yet, you and a few others continue to support his kind.
Talk with, warning letter, 1,2,3,5 day suspensions.
