My observation and experience is you can be in the church and still not be abiding in the Kingdom of God.
The Kingdom of God is an unseen kingdom.
The Church is the Kingdom of God. The unseen are the spirits of.its members who are the Kingdom. The Kingdom isn't a bunch.of physical buildings.

That "transformation" takes place when one is obedient to the gospel.

The church of the Lord is the only institution known to man which is completely spiritual in its nature.
In Luke 17, Jesus is simply saying that the kingdom of God, the church, is not a material kingdom built with man's hands, but that it was to be a spiritual kingdom. The kingdom of God can only exist in the lives of those who have had the seed of the kingdom, the word of God (Lk. 8: 11), sown in their hearts. The kingdom of God is within. It dwells in the heart, the love, and the affections of its members.
We are obligated to God to give the church the exalted position in our hearts that He gave the church in the Word of God

So you disagree with the verse you quoted? Because he was quoting verses saying similar. The Church is the Kingdom, and it's a spiritual kingdom.
