That only works if people don't use the healthcare system if they're uninsured. That's not what happens, they use services and don't pay for them. That cost gets passed on to everyone else. Letting people opt out of the system breaks it for those that remain. Every estimate of this "solution" shows more people uninsured and increased premiums for everyone. It's a bad idea.If you can't afford it you have the freedom to not buy it. See how that works?
