Notice it said committee. The only individual who Biden can transfer all his campaign funds to is Kamala Harris. He's limited to $2000 for any other individual. The point being that they don't want contributors hoodwinked into thinking they're contributing to one candidate only to see it given to someone else.

Perhaps if they hadn’t lied to their selves for the last four years about his cognitive decline, he could’ve stepped out gracefully, and they could’ve had an actual primary to pick a candidate. But here we are.
