Use Rumble's open source TOS. Only things that are explicitly illegal and spam are forbidden. For everything that is questionable, they have a due process set up. On topic shoild be a request of the thread poster, and they should be able to flag off topic posts for movement to a thread set up for posts that are off topic, the equivalent of a bar tender telling people to take it outside.
