That's exactly how it works. Just because you have a security clearance doesn't mean you can walk into NSA headquarters and start asking questions, you have to actually work there.
Countless people have security clearance in our government. You need to be read in on specific intelligence on a need to know basis. If he wasn't working for our government he had no need to know.
