Why would the driver appear?

The narrative is "the man" is only picking on the driver because of race. Reality is she wasn't even around when the ticket was written. Probably doing a delivery and came out and met the cop. Of course if you frame everything in terms of race, the racist conclusion is the only only you come up with.

Why would the driver appear?
I'm assuming the driver would only appear if they are contesting the ticket, otherwise you pay the amount of the fine. I'm also assuming in the case of UPS, the company would simply pay the fine but if they wanted to contest the amount, a company rep would go to court but I don't know what the UPS policy is in Calif. The link I provided is to the Calif. Court systems if you would like to learn more about it.
