None of those things are inherently racist and the black caucus supported it to. Believe it or not law abiding black folks living in poor areas do not like criminals and do not like their children being groomed by gangs, their politicians in Washington support measures to crack down on these things. What we are seeing is a failure to really stop it though, not enforcing laws in black communities and spending resources on law enforcement there is a much more racist thing than doing so.
look up the portion of the US population thats black, and the portion of jail pop thats black, or portion of US black pop with felony records.
those things are racist because slavery is legal in jails, jails and police are a great way of social control - so war on drugs immediately started after civil rights, social control is primary function of police actually.
went from slavery to convict leasing to war on drugs, to mass incarceration. you cant even vote with a criminal record, and good luck getting a job after either.
