It may be sporadic but there are three cities where it has occurred consistently over the last century:
New York, Philadelphia and Chicago.

If you are going to make the claim that there is widespread fraud in our election. You need to provide extraordinary evidence to back up that extraordinary claim. Currently there is no evidence. A claim presented without evidence is easily dismissed.

Stopping the vote count and not allowing observers in to monitor is suspicious enough to go to the courts for a remedy.
