Yep. It’d be a really dangerous precedent for Presidents to be declaring emergencies that pull from the military budget whenever he/she feels like bypassing Congress. Especially when the situation is clearly not an existential threat to the Country.
Trump was fine with sitting on the issue for 2 years in the name of political expediency because illegal immigration as-is is not an existential threat to the Country.
None of them are similar to what Trump could try to do in grabbing $5.7 from the military for construction of a border wall.

Just because the Pentagon doesn’t use some of its money doesn’t mean the Executive branch should be able to reappropriate it without Congressional approval in the case of a non-emergency.
