Availability of insurance funds will be determining who actually can rebuild.
My understanding is the state took over home insurance when insurance companies pulled out. But that's limited to three million dollars and a lot of those homes were worth a lot more. And doubtful the state has enough money to cover that many homes. They're already in debt.

There might be some hope left for CA.
There is a petition being circulated that would allow CA to become their own country.
If that was to pass, then they could set their own rules for insurance and the like.

You have a point. Gov claims there was going to be a fast tracked permitting process. Talked to a LA firefighter last night about fires and NFL. He says its bad. Worse heā€™s seen in a couple decades.
